Despacho Normativo 3/2026: exam rules for 2025/26 to 2027/28

Despacho Normativo n.º 3/2026, of 23 February 2026, is the regulation for external assessment tests and equivalence tests (provas de equivalência à frequência) (PEF) for the school years 2025/26, 2026/27 and 2027/28. Main points for homeschooling families

• ModA are now automatic. Pupils in 4.º and 6.º ano "ficam automaticamente inscritos, incluindo os que frequentam o ensino individual ou doméstico" (art. 6.º n.º 1) 1. • PEF in every subject of the cycle at the end of 4.º and 6.º ano; in 9.º ano, provas finais of Português and Matemática plus PEF in the other subjects, all in the 1.ª fase 1.
• Secondary: national exams in the terminal year of each subject where they exist, otherwise PEF 1.
• Two-component PEF (written and oral, or written and practical) must be taken in the same phase; missing one means no grade (art. 26.º n.º 3; art. 71.º for secundário) 1.
• Missing a 1.ª fase test without a serious, documented reason bars that test in the 2.ª fase (art. 45.º) 1.
• All tests are in Portuguese, except foreign-language tests 1.

Registration is free within compulsory schooling if done on time. Late registration costs EUR 20 in ensino básico and EUR 25 in secundário 1.
